Project Optimise Benefit Service is a strategic digital transformation initiative designed to modernise how citizens apply for, access and manage financial support from the Government.
The current benefit application service relies heavily on manual processes, paper-based forms, telephone interactions and staff-led eligibility assessments. This creates lengthy processing times, administrative burden, inconsistent data quality and limited visibility for applicants.
Project Optimise Benefit Service will design and implement a secure, accessible and user-centred digital benefit application platform, inspired by the Government Design Principles.

The programme will transform the existing manual service into an end-to-end digital journey, improving accessibility for applicants while reducing administrative effort and enabling faster and more consistent benefit assessments.
Problem Statement
The current benefit application process is predominantly manual and fragmented, requiring applicants to complete paper-based forms and provide information and supporting evidence through multiple channels.
Eligibility is often established through staff-led checks, while application information must be manually reviewed, validated and, in some cases, re-entered into internal systems.
This creates several challenges:
As application volumes increase, the existing operating model is becoming increasingly difficult and expensive to sustain.
There is therefore a need to digitise and streamline the end-to-end benefit application and management process, reducing dependency on manual activities while creating a simpler, faster and more transparent service.

Proposed solution
A team of Lead and Senior Business Analysts from TechVarsity working with a team of business architects has been engaged to support the discovery and investigation of the current benefit application service. The team will assess the existing manual processes, engage with applicants and operational stakeholders, identify pain points and inefficiencies, document the current-state operating model, and establish the case for change.
As part of the discovery, the Business Analysis team will develop a business case and options appraisal to determine the most appropriate approach for improving the benefit application service.
Three strategic options are currently been considered by the service:
Option 1 – Do Nothing
Under this option, the organisation would continue operating the existing benefit application service without significant change.
While this avoids immediate investment, it does not address the underlying problems identified during discovery. Manual processing costs, applicant frustration, data quality issues and operational inefficiencies are likely to continue and potentially increase as demand grows.
Assessment: Not recommended as a long-term option.
Option 2 – Do Minimum
The Do Minimum option would focus on digitising selected parts of the existing process rather than redesigning the entire service.
For example:
Paper Form → Online Form → Digital Evidence Upload → Manual Assessment → Email/SMS Updates → Existing Payment Process
This would deliver relatively quick improvements and reduce some reliance on paper. However, much of the complexity and manual effort would remain behind the digital front end.
There is also a risk of simply turning the existing paper form into an electronic form without addressing the underlying process problems.
Assessment: Viable as an interim solution or MVP but unlikely to achieve the full strategic objectives.
Option 3 – Do Maximum
The Do Maximum option represents a complete digital transformation of the end-to-end benefit service rather than simply digitising the existing application form.
The proposed journey would become:
Check Eligibility → Create Account → Verify Identity → Complete Dynamic Application → Upload Evidence → Automated Validation → Submit → Assessment Workflow → Decision → Payment → Manage Claim

For operational teams, the solution would provide workflow management, automated validations, rules-based processing, case prioritisation, management information and improved visibility across the application lifecycle.
Although this represents the greatest initial investment and delivery complexity, it offers the strongest potential for long-term operational savings, improved applicant experience, increased processing efficiency and future scalability.
Assessment: Recommended strategic option, subject to the findings of discovery, affordability assessment, technical feasibility and approval of the full business case.
Business Case Recommendation
The Lead and Senior BA team will use evidence gathered during discovery to validate the options against agreed criteria including strategic alignment, customer experience, operational efficiency, affordability, technical feasibility, implementation complexity, benefits realisation and risk.
The initial hypothesis is that Option 3 – Do Maximum provides the strongest strategic outcome because it addresses the root causes associated with the existing manual service rather than simply digitising individual activities.
However, the final recommendation will be evidence-led and presented through the business case following completion of discovery.

Implementation Plan
Phase 1: Discovery & Current-State Assessment.
Sprint (1st – 2nd Weeks)
The project will begin by understanding the existing manual benefit application service. Activities include stakeholder interviews, observation, document analysis, applicant research and process workshops. The BA team will:
BA Deliverables: Stakeholder Register, Personas, AS-IS Process Map, Customer Journey Map, Pain Point Analysis, Business Rules Catalogue and Problem Analysis.
Phase 2: Requirements & Service Design.
Sprint (2nd – 4th Weeks)
The project will define the future digital service. Activities will include:
BA Deliverables: TO-BE Process, Requirements Catalogue, Story Map, Data Dictionary, Business Rules, Interface Catalogue, User Journeys and Initial Product Backlog.
Phase 3: Agile Delivery & Validation. Sprints (5th – 7th week)
The solution will be delivered incrementally through Agile sprints. Business Analysts will:
BA Deliverables: User Stories, Acceptance Criteria, Sprint Backlogs, Traceability Matrix, UAT Scenarios, Defect Log and Business Sign-off.
Phase 4: Go-Live, Adoption & Continuous Improvement. Sprints (8th – 10th week)
Following successful testing, the service will transition into production. Activities include:BA Deliverables: Go-Live Checklist, Training Requirements, Operational Readiness Assessment, Benefits Realisation Plan, Lessons Learned and Enhancement Backlog.
